PURPOSE:

The library facilitates public education and community connections. All library neighbors are allowed to use the Library facilities during their regularly scheduled hours. These rules are for the comfort and safety of all who use
the library. They will be firmly and courteously enforced by the library staff and, if necessary, the Gallup Police Department.


YOUR cooperation in maintaining an environment conducive to the use of the library for all is necessary. OFPL encourages our neighbors to connect, discover, learn and create through the borrowing of materials, attending programs, and utilization of resources. The standards of behavior to be followed by all visitors are:

LIBRARY PREMISES:

The library premises includes the buildings located at 115 West Hill Ave. and 200 West Aztec Ave., the land surrounding them, the front, rear and side grounds, the sidewalks, and the parking areas.

What is allowed on Library Premises?

● Drinks in a container that can be sealed.
● Cell phones that are set to vibrate or silent and may only be used for texting.
● Footwear and shirts.
● Bicycles secured to the bike racks.
● Service canine and equine and other pre-approved animals.
● Neighbors respecting the rights of other neighbors.
● Children under the watchful eye of their parents or guardian; see children policy.

What is not allowed on Library Premises?

● Eating, smoking, vaping, consuming alcohol, or any controlled substance.
● Persons under the influence of alcohol or drugs.
● Lying on the floor or sleeping.
● Talking on personal phones inside the library buildings.
● A neighbor whose bodily hygiene is offensive as to constitute a nuisance to another person.
● Bikes must not block library entrances, exits or pedestrian walkways.
● Neighbors stalking another person by staring at or following another person about the building with the
intent to annoy that person.
● Neighbors engaged in noisy or boisterous activities such as playing audio equipment so that others can hear
it or by singing or talking to others.
● Panhandling.
● Interfering with the use of the library
● Interfering with library employees’ performing their duties.
● Misuse or abuse of library property.
● Disruptive behavior directed toward other patrons or library employees; see Disruptive Behavior Policy.
● Weapons of any sort.
● Violating any municipal, state, and/or federal law, including but not limited to laws on assault, harassment, disorderly conduct, and reckless endangerment.

REPORTING VIOLATIONS:

Patrons confronted with violation(s) of any of the above rules should immediately inform the nearest library staff member. Anyone who repeatedly violates the library rules and regulations, who is disruptive, who engages in criminal behavior on the library premises shall be denied the privilege of access to the library for a period of at least thirty (90) days by the Library Director. Any patron whose privileges have been denied may have the decision reviewed by the Gallup City Manager.

OTHER LAWS:

The posting of these rules does not prohibit the enforcement of any applicable federal law, New Mexico statutes of Gallup ordinances as necessary.

Approved and adopted by the Library Director and the Library Board pursuant to NMSA 1978M 3-18-14 (as amended) on September 15, 1994; revised on March 14, 1996.

Disruptive Behavior Policy


Includes, but is not limited to, abusive behavior, threatening, insulting or obscene language; fighting or engaging in physical abuse or assaulting; disrupting public meetings; sexual harassment; indecent exposure; masturbation; pornographic displays of videos, photographs, or objects.
